Optimising ICT Project Management Maturity at SITA in South Africa: A Framework for Sustainable Organisation Performance

Effective ICT project management is essential for public sector performance, yet many organisations, such as South Africa’s State Information Technology Agency (SITA), struggle with project maturity. This study aimed to develop a framework to optimise ICT project management maturity at SITA, thereby fostering sustainable organisational performance. Employing an exploratory qualitative design, semi-structured interviews were conducted with 10 experienced SITA staff. Thematic analysis identified key enablers, including technology adoption and process standardisation, and significant barriers, such as high staff turnover, bureaucratic processes, and insufficient senior management support. The study proposes a theoretically grounded framework that integrates governance, capacity building, and stakeholder engagement to elevate project management maturity. This framework offers SITA and similar public sector entities a practical roadmap to enhance project success, improve service delivery, and achieve long-term strategic goals through structured and sustainable improvements.
