Effects of Human Capital, Information Technological Capability on Performance of Teaching and Non-Teaching Staff at National Open University of Nigeria

In today’s digital and knowledge-driven environment, organizational performance relies heavily on the effective development and alignment of human capital and information technology (IT) capability. This study examines how human capital and IT capability influence performance within open and distance learning (ODL) institutions. Drawing on the resource-based view and human capital theory, a quantitative research design was used to analyse data from 201 teaching and non-teaching staff collected through a structured Google Forms questionnaire. Structural Equation Modelling using Partial Least Squares (SEM-PLS) was employed to assess the mediating role of IT capability in the relationship between human capital and organizational performance. Findings show that human capital significantly enhances both IT capability and organizational performance. IT capability also exerts a strong positive effect on performance and partially mediates the human capital–performance relationship. The structural model explains a substantial proportion of the variance in organizational performance, underscoring the importance of capability development in ODL settings. IPMA results further indicate that while human capital is highly important and high-performing, IT capability offers greater potential for boosting overall performance. The study contributes new empirical evidence from a developing-country ODL context and recommends integrated strategies that combine staff capacity development with investment in digital infrastructure to strengthen institutional effectiveness.
