Leadership and Strategic Flexibility in Zimbabwean Small and Medium Enterprises

Abstract

Small and Medium Enterprises are critical drivers of economic resilience in Zimbabwe, yet they operate in a volatile environment characterised by economic instability, policy uncertainty and resource constraints. Leadership practices play a decisive role in shaping how SMEs adapt strategically to external pressures. The study was guided by institutional theory, and it examined the relationship between leadership styles and strategic flexibility in Zimbabwean SMEs. The study’s objectives were (1) to identify dominant leadership styles, (2) to assess the extent of strategic flexibility and (3) to analyse the relationship between leadership and flexibility.  A quantitative study was employed with secondary data used with 550 SME managers and owner managers across diverse sectors. Data was analysed and chi-square, descriptive, correlations and regression testing were done. The study results revealed that democratic leadership was the most dominant style with 72%, followed by autocratic (58%), while transformational (31%) and bureaucratic (20%) were less common. SMEs demonstrated strong external awareness (85%), willingness to innovate (83%) and critical decision-making (91%) but very low partnerships (11%). Correlation analysis confirmed that democratic leadership strongly enhances strategic flexibility (r = 0.61, p < 0.01), transformational leadership moderately supports innovation (r = 0.47, p < 0.05), while autocratic leadership negatively influences adaptability (r = -0.28, p < 0.05). Regression analysis reinforced these findings, with democratic leadership emerging as the strongest predictor (β = 0.42). Reliability testing (Cronbach’s alpha = 0.82) confirmed internal consistency. The study concludes that leadership style significantly influences strategic flexibility in Zimbabwean SMEs, with democratic and transformational approaches fostering adaptability, while autocratic and bureaucratic styles constrain it. Institutional pressures moderate these relationships, shaping managerial behaviour and organisational responses. Recommendations include leadership development programmes, policies to encourage collaboration, generational mentorship and institutional reforms to reduce regulatory barriers. This study contributes to leadership and strategic flexibility theory by situating SME practices within Zimbabwe’s institutional context, offering actionable insights for managers and policymakers seeking resilience and sustainability.
