E-Governance Reforms, Organisational Capacity, and Service Delivery Outcomes in South African Local Government

Digital transformation has become central to public sector reform globally, with e-governance positioned as a mechanism to enhance transparency, efficiency, and citizen-centred service delivery. In South Africa, however, persistent service delivery backlogs, infrastructure failures, and administrative weaknesses in local government raise critical questions about whether digital public administration has translated into tangible improvements in municipal performance. While policy frameworks promote digitalisation, the understanding of its governance and service-delivery implications remains fragmented. This study examined the relationship between e-governance reforms and service delivery outcomes in South African local government. The study was grounded in the Technology Acceptance Model, which provided a framework for understanding how perceived usefulness and ease of use influence the adoption and utilisation of digital systems within municipal contexts. The study adopted a qualitative secondary research design, drawing on academic literature, government reports, Auditor-General findings, and policy documents. A thematic analysis was employed to identify recurring patterns in administrative efficiency, institutional capacity, accountability mechanisms, and citizen engagement. The paper submits that e-governance reforms have improved administrative functions, including financial reporting, information management, and internal communication. However, the impact of digital transformation on frontline service delivery remains uneven due to institutional capacity constraints, inadequate infrastructure, digital skills shortages, weak governance practices, and socioeconomic inequalities. The study further found that digital systems strengthen procedural transparency but do not automatically translate into improved accountability or service responsiveness in the absence of effective leadership and institutional commitment. This study contributes to the fields of public sector management and digital transformation management by examining how e-governance reforms influence organisational performance, institutional capacity, accountability systems, and service delivery outcomes in municipalities. By analysing the managerial dimensions of digital transformation within local government, the study provides insights into how public institutions can leverage technology to improve operational efficiency, strengthen governance processes, and enhance organisational effectiveness in resource-constrained environments.
