Abstract

This paper is about the implementation of the Human Resource Management Plan, with specific reference to local government. The transformation of municipalities has posed enormous challenges to capacitate their staff with well-managed and effective human resources plans. This, by implication, means that human resource plans in local government should deliver effective services to their communities. The government developed tools such as human resource strategies and human resources plans to optimise the implementation and performance objectives of the government. Thus, local government mandated the municipalities to develop and implement their own human resources plans aligned with the Integrated Human Resource Planning guidelines in the Public Service.  Human resource planning assists in recruiting, selecting, and retaining employees through capacity building. A qualitative research approach was followed wherein data was analysed to measure the reliability of implementing human resources plans in local government. The results are presented in a narrative way. The study's findings present the significance of human resource plans and employee commitment in local government. The study concludes that human resources plans in local government should be managed in an integrated and effective manner through the collaboration of practitioners such as the human resource managers and their staff, line managers and all. Furthermore, there is a need to strengthen the overall management culture of human resource management in municipalities.
