In an era of rapid socio-economic and technological changes, workforce resilience and sustainable development are crucial for municipal administrations. This study examines how innovative Human Resource (HR) procedures can enhance workforce resilience and contribute to sustainable development within Thulamela Local Municipality (TLM). The aim of the research is to identify HR strategies that foster resilience, assess their impact on employee adaptability, and evaluate their role in promoting sustainable municipal development. The study rely on secondary data wherein available literature was used to supplement projected arguments. The implications extend to municipal policymakers, HR professionals, and researchers, providing insights into enhancing workforce adaptability amid socio-economic and environmental changes. Ultimately, the study underscores the need for proactive HR strategies to sustain municipal service delivery and local economic growth. Findings reveal that strategic HR policies, continuous capacity-building programs, and employee well-being initiatives significantly influence workforce resilience. However, challenges such as limited resources and policy misalignment hinder full implementation. The study contributes to the existing body of knowledge by offering practical HR theory tailored for public sector resilience and sustainability.
