The Potential of Digital Technologies in Enhancing Community Engagement in Thulamela Local Municipality, South Africa

In South Africa’s evolving public service landscape, digital technologies present a strategic opportunity to strengthen community engagement and enhance participatory governance. However, municipalities like Thulamela Local Municipality face infrastructure limitations, digital illiteracy, and a lack of trust in digital governance. The aim of this study is to investigate the potential of digital technologies in enhancing community engagement within the Thulamela Local Municipality. The research was conducted in Thulamela Local Municipality, Limpopo Province, with participants drawn from municipal officials, ward councillors, community leaders, and residents. A mixed-methods approach was employed, combining quantitative data from questionnaires (n=110) with qualitative insights from semi-structured interviews (n=10). Quantitative data were analysed using SPSS, while thematic analysis was applied to qualitative data. Findings indicate that digital platforms, mainly social media and online portals, are perceived as practical tools for improving communication, transparency, and inclusivity in municipal governance. However, limited internet access, low digital literacy, and socio-economic disparities hinder broader participation. To leverage digital technologies effectively, municipalities must invest in infrastructure, promote digital literacy, and implement responsive, inclusive digital governance strategies. A hybrid engagement model is recommended to ensure equitable community participation. The study contributes to the discourse on e-government by demonstrating how digital tools can be strategically applied to improve community engagement and service delivery in South Africa.
