Flexible Work Arrangements and the Career Progression of Persons with Disabilities in the Selected Limpopo Provincial Departments, South Africa

Abstract

Flexible work arrangements have been recognised worldwide as effective strategies to accommodate diverse needs and promote inclusion. In South Africa, legislative frameworks encourage workplace adjustments, but practical implementation within provincial departments has not been thoroughly explored. This study aims to explore how flexible work arrangements contribute to the career progression of persons with disabilities in the selected Limpopo Provincial Departments, South Africa. An exploratory research design and qualitative approach were adopted. Ten persons with disabilities, working for the Limpopo Departments of Health and Department of Basic Education, were selected using quota and convenience sampling to ensure diversity across disability types. Data were collected using a semi-structured interview guide, and thematic analysis was conducted to interpret and categorise the data obtained.  The study revealed that challenges in accessing flexible work arrangements in relation to career progression of persons with disabilities in Limpopo Provincial departments include work nature incompatibility, inconsistent management support, institutional or policy limitations and a lack of infrastructure and support. Furthermore, the study revealed that the benefits of flexible work arrangements include improved work-life balance and reduced physical stress. The study suggests that formalising and promoting flexible work arrangements supported by clear policy frameworks, adequate infrastructure, and managerial sensitisation can significantly enhance career progression opportunities for persons with disabilities in the Limpopo Provincial Departments.
