Abstract

The paper studies how spatial development planning can be used as a transformative tool to promote territorial cohesion and reduce the socio-economic and infrastructural gaps between urban and rural areas. It explores the root causes of urban-rural fragmentation and evaluates strategic planning approaches that aim to create integrated, resilient and equitable settlements. Urban-rural disparities remain a persistent challenge in the pursuit of balanced and inclusive spatial development. These disparities are often manifested in unequal access to services, infrastructure, economic opportunities, and spatial planning attention. Drawing on policy frameworks, planning theories and practical case examples, the study identifies mechanisms such as improved connectivity, inclusive governance, regional economic integration and participatory planning as key enablers of urban-rural cohesion. The paper advocates for a paradigm shift towards planning practices that recognize interdependence across territories, promote spatial justice and support long-term, place-based development strategies.
