Youth Empowerment Through Digitalisation and Public Support Mechanisms in Small and Medium Enterprises: A Systematic Review

Abstract

This systematic review examines how digitalisation and public support mechanisms contribute to the economic empowerment of youth engaged in small and medium enterprises. The study synthesises existing evidence to identify key enablers, persistent barriers, and strategic directions that can strengthen youth participation in evolving digital economies. A structured search of major academic databases resulted in the screening and selection of thirty-one peer reviewed articles, policy documents and Institutional reports published within the last five years. The findings show that digital competencies, access to affordable and reliable technologies, and well-designed public interventions play a central role in improving the performance and sustainability of youth led enterprises. Public support in the form of targeted training, financial assistance, and enabling regulatory environments enhances entrepreneurial confidence and operational capacity. However, challenges such as inadequate infrastructure, uneven access to digital financial services, and limited policy alignment continue to constrain progress. The review also identifies the need for more longitudinal and context sensitive research to better understand long-term outcomes. Overall, the study underscores the importance of integrating digital capacity development with inclusive public support systems to promote resilient and competitive youth enterprises.
