Rethinking Graduate Work Readiness in South Africa: Implications for Criminal Justice and Public Sector Employability

This article critically re-examines graduate work readiness in South Africa, with particular attention to its implications for employability in the criminal justice and broader public sector. Despite rising levels of higher education attainment, graduates, especially those from Humanities disciplines, are frequently perceived as underprepared for employment. Drawing on a qualitative desktop analysis of academic literature, policy frameworks, and labour market data, the study is informed by Human Capital Theory, Social Capital Theory, and Tomlinson’s Graduate Capital model. The findings indicate that perceptions of graduate un[der]preparedness cannot be reduced to individual deficits or curricular shortcomings alone. Rather, they are shaped by systemic constraints, including unequal access to work-integrated learning opportunities, socio-economic disparities, bureaucratic recruitment processes, and limited public sector absorption capacity. The analysis further identifies a misalignment between graduate skills and organisational demands, particularly in areas such as investigative reasoning, ethical decision-making, and digital and cybercrime competencies. These challenges are compounded by rapid technological advancements reshaping the nature of work in the criminal justice sector. Hence, the study argues for a reconceptualisation of employability as a relational and structural process requiring coordinated action across higher education institutions, government, and industry. It recommends the integration of applied and technology-oriented learning, the expansion of work-integrated learning partnerships, and the reform of recruitment and equity frameworks to enhance alignment between graduate capabilities and evolving public sector needs.
