Abstract

Traditional leaders serve a vital role in communities by functioning as intermediaries between the populace and the government in the realm of development. This study focuses on evaluating the level of traditional leaders’ participation in poverty programming through the lens of Arnstein’s theory of the ladder of citizen participation. Utilizing a qualitative approach and a case study design for in-depth analysis, data were collected through interviews and document analysis. The findings reveal a significant gap between policy provisions and actual practices. The participation of traditional leaders in poverty programming is notably low and aligns with the lower rungs of the participation ladder. Although traditional leaders are consulted on certain programs, their input does not substantively influence the final decisions made. This limitation is concerning, as it suggests that poverty programming may not adequately address the genuine needs of the communities. The article advocates for enhanced involvement of traditional leaders during the planning phases of poverty programming, strengthening their authority and influence in decision-making processes, and recognizing them as partners in these initiatives. Furthermore, it recommends that traditional leaders receive training on effective participation in policy formulation. Monitoring and evaluation plans should also prioritize assessing the engagement of traditional leaders throughout the various stages of poverty programming.
